The debt relief program <\/span><a href=\"https:\/\/budgetmodel.wharton.upenn.edu\/issues\/2022\/8\/26\/biden-student-loan-forgiveness\"><span data-contrast=\"none\">will cost more than $500 billion<\/span><\/a><span data-contrast=\"auto\">, effectively wiping out all the <\/span><a href=\"https:\/\/budgetmodel.wharton.upenn.edu\/issues\/2022\/8\/12\/senate-passed-inflation-reduction-act\"><span data-contrast=\"none\">deficit reductions<\/span><\/a><span data-contrast=\"auto\"> from the Inflation Reduction Act. The $500 billion in foregone revenue must lead to other spending reduction, increases in other taxes or an expansion of future public borrowing. In a very real sense this not debt relief as much as it is a debt transfer from former college matriculates to federal taxpayers.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559740&quot;:480}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The <\/span><a href=\"https:\/\/www.crfb.org\/blogs\/new-student-debt-changes-will-cost-half-trillion-dollars\"><span data-contrast=\"none\">non-partisan Committee for a Responsible Federal Budget projects that within five years<\/span><\/a><span data-contrast=\"auto\">, outstanding student debt will return to where it was before the recently enacted debt relief. If outstanding student debt is a systemic problem, the recent action does not remedy the problem. Instead, it is a textbook example of politicians kicking the can down the road.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559740&quot;:480}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Why has student debt increased? Traditionally state appropriations to state colleges and universities kept out-of-pocket tuition rates low for both rich and poor households. Over the last 30 years, states have decreased their spending on higher education and <\/span><a href=\"https:\/\/www.chronicle.com\/article\/why-are-states-spending-less-on-higher-ed-medicaid-and-lazy-rivers-could-be-to-blame\/\"><span data-contrast=\"none\">increased spending on Medicaid<\/span><\/a><span data-contrast=\"auto\"> and other priorities. At the same time, the Federal government has increased needs-based scholarships, and state colleges and universities have increased tuition rates. <\/span><a href=\"https:\/\/thehill.com\/changing-america\/enrichment\/education\/599377-how-student-loan-debt-became-a-crisis\/#:~:text=Some%20of%20the%20main%20drivers,foresaw%20decades%20ago%20in%201987.\"><span data-contrast=\"none\">Students are taking out loans to pay for the increased tuition<\/span><\/a><span data-contrast=\"auto\"> and other expenses.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559740&quot;:480}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">However, most college graduates&#8217; lifetime earnings are more than those of high school graduates. The Social Security Administration <\/span><a href=\"https:\/\/www.ssa.gov\/policy\/docs\/research-summaries\/education-earnings.html\"><span data-contrast=\"none\">estimates that men with bachelor&#8217;s degrees earn $655,000 more in median lifetime earnings than high school graduates, and women with bachelor&#8217;s degrees earn about $450,000 more in median lifetime earnings than high school graduates<\/span><\/a><span data-contrast=\"auto\">. College graduates&#8217; higher incomes should provide the means to repay those loans.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559740&quot;:480}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">However, these loans are <\/span><a href=\"https:\/\/www.newyorkfed.org\/medialibrary\/media\/research\/staff_reports\/sr733.pdf\"><span data-contrast=\"none\">a significant reason that tuition is increasing<\/span><\/a><span data-contrast=\"auto\">. Loans help students afford higher tuition, and schools can charge more. Higher education costs have also increased. <\/span><a href=\"https:\/\/www.forbes.com\/sites\/carolinesimon\/2017\/09\/05\/bureaucrats-and-buildings-the-case-for-why-college-is-so-expensive\/?sh=5ea6005c456a\"><span data-contrast=\"none\">Three reasons are campus buildings, amenities and more administration<\/span><\/a><span data-contrast=\"auto\">. Campus buildings and amenities have improved to compete with other schools to attract the best and brightest students. If schools don\u2019t compete on price, they compete on non-price margins, such as better buildings, dorms, and food.
